Corridor Project Phasing and Schedule

Due to cost, constructability, and time constraints, the Mill Creek Expressway project has been split into eight phases of construction. The following table provides a brief description of each phase, major milestone dates, and current status:

Status

Current work includes widening and rehabilitation of I-75 pavement, I-75/Hopple St. interchange improvements, and bridge construction.

The following detours/MOT restrictions are in place on the project:

1. Eastbound Hopple to Northbound I-75 Ramp Closure:

a. Detour is EB Hopple to Connector Road to NB Central Parkway to NB I-75 via ramp by Cincinnati State.

2. Westbound Hopple to Southbound I-75 Ramp Closure:

a. Detour for NB Central Parkway is WB on Marshall to NB on Colerain to EB on Hopple to SB I-75 via ramp.

b. Detour SB Central Parkway and MLK/Connector Road is WB on Monmouth to SB on Colerain to EB on Hopple to SB I-75 via ramp. This will be the detour after Colerain is reopened, South of Bates, due to MSD Stock Avenue Project. MSD’s detour for this full closure changed ODOT’s detour. The current detour is SB Central Parkway and MLK/Connector Road to WB on Monmouth to SB Spring Grove to EB on Hopple to SB I-75 via ramp

3. MLK is permanently closed at the intersection of Central Parkway and Hopple:

a. Detour is the new Connector Road

4. Bates Avenue ramp to WB I-74 is permanently closed:

a. New Ramp E from the Hopple Bridge is open to WB I-74.

I-75 mainline traffic is scheduled to be switched to a new construction phase in September of 2015. NB I-75 traffic will remain on the east side of I-75 from just north of the Western Hills Viaduct to the I-75/I-74 interchange. SB I-75 traffic will be shifted such that one lane is located on the NB side via a contraflow lane. The remaining three lanes of SB I-75 traffic will be shifted to the west. This is needed in order to reconstruct the new proposed SB and NB lanes located in the median from just south of the Hopple Interchange to the I-75/I-74 Interchange.

Final plan design activities are in progress. Current design is approximately 90% complete. Final plans are due to be completed by May 2016. R/W Acquisition is scheduled for completion by August 2015.

Replacement of RR Overpass South of Norwood Lateral

Status

The Project is nearing completion of Phase 2. The new EB main track is under construction, and the right half of the new railroad bridge is complete. The Contractor will switch to Phase 3 construction prior to Labor Day. Demolition of the remaining, existing railroad bridge will begin in Phase 3. Upon the completion of the demolition, the Contractor will then begin the left half of bridge construction. The second phase of new girders are scheduled to be erected before the end of this calendar year. Spring 2016 will have the completion and tie in of the two new halves of the bridge as well as completion of the new WB main track. Revised completion date is in discussion by ODOT and the Contractor, and is tentatively agreed upon to be 6/6/2016.

I-75 Mainline from Mitchell Ave. to the Norwood Lateral

The Project is under partial Phase 1. This project is limited to work up to Sta. 400+00 because of the railroad bridge reconstruction at MM 7.7. This partial phase includes the widening of SB I-75 from the Vine St bridge to Mitchell Ave. This Phase of construction also includes the widening of the Vine St bridge. Current MOT has NB I-75 lanes shifted to the right, from Mitchell Ave to SR 562. Current MOT has SB I-75 lanes configured in a contraflow design pattern. The left SB I-75 lane is in the former NB I-75 left lane and shoulder. The remaining 2 SB I-75 lanes are shifted to the left, but still remain on the original SB side of I-75. This MOT pattern will extend to the north of the SR562 interchange in April of 2016. The traffic pattern will not shift again until late 2016 after the aforementioned April date. The Contractor has contractual rights to go into full Phase 1 construction on 1/1/2016.
